Opens and manages old Outlook Express .dbx files

I had XP but recently installed Windows 7. I had saved my old Outlook Express files but I now find that I have nothing to open them with. Is there a freeware program which will open the old O.E. files (Inbox.dbx, etc)?

I did not use Outlook Express, but Microsoft is saying Live Mail will import everything from there in.
Looking for Windows Mail or Outlook Express?

I have used OEview in the past (many years ago). This link takes you to a programme by the same author that achieves the same thing along with more now
