creating computer jigsaw puzzles (standalone)

I am Not a software developer. I need something user friendly ...I am building a website and I would like to know if there is a simple program that will allow you to create your own computer jigsaw puzzles that you can then put in a format to sell on your own site...instead of creating one on various jigsaw puzzle sites .
Can anyone steer me in this direction please ?
