simple text editor with outline and bulleting feature

Is there a text editor program that does bullets or outlines? I want it to be very simple and fast -- just like Notepad. I've looked at Notepad++ and other popular replacements but they don't have the bullet/outline feature. Much of what I do in text entry on a daily basis is just lists -- so would be great to hve a program that does only that!
