Does anyone know of a video editor (not commercial) that allows more than one video track. As far as I can make out, all the programs discussed so far at this site permit only one track, which is rather limiting. The one possible exception is VLCM, but this is still in beta and crashes my computer frequently. I'd appreciate any help.

I use VideoSpin http://videospin.com The draw backs are... 1. If you want to continue to use some of the better codecs you must pay a fee. 2. The only transition is a fade. Otherwise it is a very capable editor and outputs very good quality video in my opinion.
There is also Lightworks It was used in the recent movie, "The Kings Speech," and a number of other high-profile films. I have also used Blender's video sequence editor. It is quite powerful and is very capable of making feature film quality video. Here are some movies made with it. http://www.blender.org/features-gallery/movies/ Another is ZS4 http://www.zs4.net/ I have looked at a few times, but it looks quite unexciting. I think there are a few others that I have run across, but have forgotten their names. Maybe someone else can come up with something.
