Adding keywords in batch

Does anyone know of a fast and easy way to add keywords to all pictures in a folder. Preferably by right clicking on the files in Windows Explorer and having an option to add keywords from there? How come there are no programs that allow you to do that (that I can find)? Is it because there's no way of doing it?
