Picasa is more of a photo organizer, and is not an alternative for Windows Movie Maker. You should try out some other options that were suggested.
Apart from DVDSlideshowGUI, and PhotoLapse, which were mentioned earlier, you can also try Photo Story from Microsoft.

Will be starting a slideshow project soon, with some 1800 images to use.
Though its drag-n-drop, transitions, and audio adding features are its best, the WinXP version is a pain (freezing at the most inopportune times). Of course, this is probably a combination of the program and the computer. The Vista version is a lot better (stability-wise). Created a short slideshow using Photo Story. Not having the drag-n-drop feature is a bummer, but it is better than Movie Maker when it comes to rearranging images once they have been added into the slideshow.
