Default Safe Mode Boot CD?

My W7 64 bit does not load currently - or rather I get to a user screen, select and login a user and it just goes to a black screen. I can launch task manager (c+a+d) and see processes running but cannot launch new tasks. I do not have the W7 install files at the moment. On boot my keyboard works but it does not work precisely when I am given the option to select safe mode! I loaded the Windows Repair Disc but it does not seem to give the option to get into safe mode. Any ideas here? All the boot discs I have tried so far seem to require your keyboard to work or W7 install files. For example Kapersky runs and then makes me press a button to launch. No workie! Help! Any ideas? Is there something I can create on another machine to launch on my bad PC to get into safe mode perhaps?

FYI - this might be an issue with a virus or recent Windows update. I noticed yesterday when the machine was last working that my Chrome browser tab clicks were closing tabs. I was worried my Zonealarm missed a virus so I installed Avast's free antivirus. This may be causing a conflict or maybe this is some malware.

I have a W74 64 bit HP laptop with a Recovery folder - can I somehow use that for W7 source files?

To boot into safe mode, press F8 when your system is starting up.

Then you should be able to go into your user account and use your antivirus software.

F8 never worked. Used one of the antivirus softwares to get into a file management program and delete culrrit files that were causing boot issues.
