Default Graphics Card Problem

Hey, I upgraded my graphics card and PSU today and ever since Windows has been a lot slower - slower starting up and slower in general also. Performance is better in games though, which is good as that's why I bought the graphics card.
The light on my case is ALWAYS blinking and I can ALWAYS hear the little whirring sounds, both things that used to occasionally occur when opening a programme or generally when the computer was thinking, but when I check my CPU usage it is not high at all (at 5% right now). My memory is also only just under half full.
I cannot think what the problem is, I'm sure I've done something wrong - here are my specs:

Intel Core 2 Q9400
Asus P5Q-Pro
Radeon HD 6950
4GB RAM
XFX 850w
Windows7 64-bit

My old specs were the same but with two HD 4850s and a Storm 900w PSU.

Sometimes, the windows indexing service could be the culprit. Refer the following thread (though it is about Vista 64 bit, the problems seem to be the same). Please go through it:

If you have lots of programs running at startup, this will slow down your startup.

With the help of msconfig (press windows +r, type "msconfig", go to the tab "startup", uncheck all unnecessary programs and click ok. This will speed up your startup), you can disable unnecessary programs and keep only the really essential ones (like antivirus, firewall software).

Ensure that you have installed all the necessary driver/graphics card/motherboard software along with their updates and run Windows updates also.

If you have any scheduled tasks configured to run at startup (defragmenting software and/or antivirus software), this could also be the reason. Check these out too.

Type "resmon.exe" in your run box and check the tab titled memory. This will give you a clearer idea as to how much memory each application is consuming. Example below.

There's nothing in a GPU driver that should start this kind of behavior, so I bet the install added other software, those should be looked at closely.
