Default win7 sp1 wont install

any idea how I can strip bring the security levels of Windows 7 Ultimate to Windows XP level?
I have no use for the securities in windows 7, and I've done everything I can possibly to unlock windows 7's securities on the hard drive.
In essence, I want full 100% access to MY hard drive, no windows's hard drive.

Main reasoning for this is I can install win7 sp1. I get a can't access error, and via Technet, I 've done all the suggestions, and nothing.
I'm not able to have the sp1 installer install to an alternate folder, it must install into the root.
and my user login is administrator, and I've even tried to run as admin and even tried xp compatiablity modes.
I'm able to install other hotfixes and whatever else..

I'm lost..and feel if I could gain access to the c: root, everything will work (again).

some of the suggestions from technet is to make the 100gig partition active, make the c: partition active, etc.. I've done it all.

I had a lot of difficulties, I tried all kinds of things I read about, including that tool you download to check your installation, all futile. I finally found something discussing how IE and etc? will refuse to install/upgrade if you have any parts of your system installed off the C drive. I had moved a lot of stuff to junctions on my D data drive to save space on a small SSD used for the system. If any of that obtains in your setup, that might be what's going on.

I suggest to backup your data on an external hard drive erase both partitions and create them again.Then install a fresh copy of Windows 7 on the c: drive.(Stay away from Bit Locker next time)

I don't use bitlocker..

I think I'll have to reinstall & see what happens.

I honestly only want a C: partition, I don't need or want the rest of the crap win7 does. I don't need the extra securities, and hoopla..
I really would like to keep windows 2000, but I know that can't happen if I want to use anything modern!
