Microsoft has a free Windows XP virtual PC mode that can be downloaded to run compatible 32 bit XP software on a Windows 7 OS 64 bit machine:

You cannot install an OS on top of another, unless you're running a virtual machine. Microsoft Virtual PC is an example, but I prefer VMWare or VirtualBox. Alternatively, you can run dual-boots, but that's difficult for Windows OS.
If you meant programs, then its another story. Most likely they aren't 64-bit compatible. |

To me it sounds like you've bought a retail version of Windows 7 which provides two separate disks, one for 64-bit and one for 32-bit OS. Only one of these should be installed depending on your needs/choice.
If you are trying to install 32-bit programs on a 64-bit OS, in my experience this usually isn't a problem though sometimes it may be necessary to run the installer as administrator or in compatability mode, or both. |

Ive done a few 64bit installs recently and running 32bit programs wasn't a problem. As someone else said, make sure you are logged in as an administrator or right click and run the exe as administrator.. |
