HELP! I have an app I can't get rid of!

I downloaded an app from Microsoft called: Application Compatibility Manager and now, I can't furnish the info it wants, A SQL, and I can't uninstall it. Everytime I try to download anything now or get into installed programs, it won't let me. I have emailed Microsoft, but no one responds.

Is it showing in your list of installed programs and/or do you have "Application Compatibility Toolkit Connector" showing there?
