Default uTorrent Issue

Hi i am using uTorrent.My speed usually fluctuates around 40-45kB/s while downloading a file through uTorrent or a download manager(using orbit).But i noticed a couple of times while downloading a file through uTorrent my speed shoots up to around 130kB/s.Although this happens quite rarely,On looking at the peers window, the speed is high from only one ip always.When this happens i check the location of the peer and have found that to be in the same city and using same ISP as mine so i thought may be we are on the same lan of the ISP downloading the same file at the same time thus somehow resulting in more speed of mine.That was until yesterday when this happened again and i checked the location but this time it was from another city but same ISP.I really can't understand whats going on and is there any way i can keep the speed that high always.Also if its throttling by the ISP, wouldn't the download manager work at a higher speed? Any thoughts, guys.

you forward utorrent port to your computer from firewall/router?

@eyeb Yes the ports are forwarded.It comes as open on running the tests.

There could be a number of reasons for that and other info would be needed to make sure what is the reason.

I would suggest trying this guide first (you can skip to the Adjusting Internal Settings section as your port is showing open):

If you are still not satisfied with your speeds after using the guide, post back here with your results for upload and download at the speed test, as well as what you capped upload in µTorrent at after taking the speed test.

Also, post the name of your ISP.

If it's still slow, your ISP may be throttling the connection. Try enabling protocol encryption.

Yep the new weapon ISP's are using is throttling torrent downloads.
In Britain its well knows Virgin Media are piloting a throttle plan for p2p thats very unpopular as p2p isnt always file sharing from sites, its a handy tool for business and home users.

I was told to select the option "rotate ports" and this should stop this.
I have not tried this mate, i just saw an article on it.
