Without seeking to take sides, whatever your opinion, the police here in Brazil have a pretty thankless task. The high level of political corruption coupled with ridiculous pay for getting shot at every day produces the level of service you would expect. Most mayors use the local police as their own private army and you're either "in" it or "out". I saw evidence of this first hand during last year's disaster in Teresopolis but doing anything about it needs a policy change from Brasilia which is never going to happen. The current President is trying, hence the trail of resigned ministers "who are all innocent but stepping down to defend their accusations". LOL what a joke if it wasn't so funny.
