Tiscali was ordered to implement P2P filters by a Court back in 2007.
I know from threads at the forums I have worked that they do limit bandwidth at certain times of day and they are list at the
Bad ISPs page as doing so and for limiting P2P bandwidth.
My understanding from those Tiscali users was that good speeds could be obtained in the 1AM to 7AM times. So I am confused as to why you were getting good speeds in the day.
Anyhow, you might try using the uTorrent scheduler at Options>Preferences>Scheduler. If you press F1 while uTorrent is open, you will see their excellent help file. If you search for scheduler, the first topic will give you info on using it. If you have any Qs, let me know.
The other thing you might try is encryption. This seems to have been some help for Tiscali users. Ii is at Options>Preferences>BitTorrent. I would suggest first trying
Enabled and allowing
Incoming Legacy Connections.
However, your port was showing as closed on the tests and that still is an issue. Did you make certain that Windows Firewall was the firewall you have?
