Tiscali is a UK ISP with an unlimited (ie 50GB per month) allowance.
If you go over this, in theory they contact you about it.
I don't know of them throttling downloads but if the network is mega busy this might happen naturally. Don't forget there is a contention ratio on DSL as well as there was on dialup, it's just a lot more noticeable on dialup.
(Meaning: there are not enough circuits or modems for all customers. Customers must share bandwidth at peak times, ie get reduced service.)
