If you plan to use a firewall other than the windows one, then you should disable the windows firewall, because of chances of clash between the two firewalls. I think this is the answer that you must have got on all forums.
On the other hand, if users do not have knowledge about firewalls, and they won't be able to handle the pop-ups, then windows firewall might be good enough for such purpose.
I have found PC Tools Firewall to be quite good for average users, and experienced users too. For a really solid firewall, go for Comodo.
