Hold down Windows Key and press R, type restore in the "Open" box, click OK. Then double click rstrui.exe, a System Restore window should come up.

p.s. If Win+R is not responsive, try press Ctrl-Alt-Delete to bring up Windows Security, choose Task Manager, select New Task under Applications tab, then type restore in the "Open" box and click ok, this will also show up the file rstrui.exe for running.
