That usually results from Windows firewall being disabled and the option in uTorrent to set an exception in Windows firewall being enabled.
I am not sure what the issue is in your situation.
Check at
Options>Preferences>Connection and make sure the
Add Windows firewall exception is enabled.
Then exit uTorrent and undo whatever you did with Windows firewall and restart uTorrent.
Maybe there is some conflict going on.
Also, are you sure you do not have an anti-virus or security suite?
Check at Start>Control Panel>Security Center and see what it indicates for firewall and anti-virus.
Is the uTorrent network icon (near the DHT indicator) showing green?
On that torrent, anytime you see a tracker start with udp, it will not work with uTorrent as of now.
The uTorrent 2.0, which is still in beta, supports udp trackers.
You can just right-click those and remove as that will save some communication bandwidth.
The "offline timed out" on PirateBay is due to the fact that their tracker is no longer operating and that can also be removed.
PublicBT and OpenBittorrent are two new public trackers that opened to replace PirateBay.
I am not sure why they are showing timed out, but I have seen that a lot myself lately and I am not sure that is due to your setup.
If you could connect to one person, then peer exchange would find you additional seeds and peers.
That is a torrent that needs DHT as DHT would find you seeds and peers, peer exchange would lead to more and you could well have a healthy torrent.
