when I started uTorrent the dht file reappeared and when I closed it again the dht.dat.old file reappeared. I'm guessing that's normal
Yes, that is what is supposed to happen. That process was just in case your DHT files in uTorrent were damaged and they would be replaced. But, apparently it did not help.

on the bottom right it says this: "U: 0.0 kB/s T: 134 B
That is the indicator of your upload. The 0.0kBs is your current upload rate and 134B is the total uploaded this session (obviously you saw that just after re-opening). There should also be a "D" with the same type of display for download speed and session total.

Well, we are running out of possibilities.

Check at Options>Preferences>BitTorrent and see if the options to enable DHT are checked.

Also check at Options>Preferences>Advanced and see if dht.rate is set to -1.

Highlight each of the active torrents and check the Tracker tab at the bottom and see what it says about DHT.

What other type of security software do you use besides the Windows firewall?
