Yes, that is correct.
Try this:
1. Shut down uTorrent
2. Access the uTorrent Application Data folder
Access through Start>Run, type
%appdata%\utorrent, press OK
3. Delete DHT.dat and DHT.old from the AppData folder.
4. Re-start uTorrent
