I concur with your findings although I still need to wait for this coming weekend to get my clean install sorted. When I first shut down 9.10 I actually thought the power had gone off (as it often does here) because like you say it was so quick.
It will be interesting to actually see a boot up time comparison between 9.04 and 9.10. My own feelings are that the whole process is only a bit faster but that the "user experience" has been improved with the addition of the new logo.
