This site describes the programs that comprise "Acer Empowering Technology": http://acer-empowering-technology.so....informer.com/
These programs are not essential, so if they are not useful to you, then it should be ok to uninstall them.
But don't just delete the folder, uninstall the software by going to Start Menu => Control Panel => "Uninstall a Program" (under "Programs") or it may be called "Programs and Features"
