What kind of documents do you need to convert? (text, image, etc.)
What version of Publisher are you using?
2007 can save Publisher documents in several forms:
- .pdf
- .html
- .rtf
- .gif
- .png
- .tiff
- .png
- .bmp
- .wmf
- .ps (PostScript)
- .doc
- .docx
and a few more.

I'm not aware of any stand alone program that can accept .pub files from Publisher. OpenOffice can work with most of the formats listed above.
Earlier versions of Publisher don't allow saving of documents in very many formats, the earliest ones only save in .pub.
In older versions of Publisher, you can use one of several programs to outline the area you want to save and then save it as a graphic format - Vista's snipping tool will do it. Other graphics and screen shot programs will work too.
I don't know what year Publisher started creating web pages, but those too were in a proprietary format and can't be changed outside of Publisher.
