Cool Kendall makes a great suggestion that I would like to add to.

It sounds to me like you have a corrupted software install. This utility can help you clean up failed installs.

I think this should help you fix things. If it doesn't, I would try re-installing windows installer. Your windows installer might be corrupted. Here is a link to windows installer. Please note, I do not know if this is the correct version for your particular system or not!

I am positive that its the installers and uninstallers that are topping out the cpu usage..

I Also would recommend that you try Revo Uninstaller (click name to go to revo website) in addition to the cleanup utility he suggested, I use both routinely when cleaning up clients pc's after user and hardware created disasters.
