Also, if you just came here looking for free ebooks, I would suggest that you take a look at the rest of the site.  The free ebooks listings are a small part of the great information available here.  This site is mainly for review of free softwares.  Each of the reviewers is a volunteer and has a personal interest in their software category, so you will get an unbiased review from an enthusiast of that software type.  In almost all cases, a free software can do the task of any paid software just as well, if not better.

Free Romance eBooks

2020k has a good size collection of links divided into sub-categories such as historical, fantasy/ghost etc.  This site has a habit of throwing some unrelated works into the subcategories, but most of these appear OK.  Note:  Most of the links here are working, but there are a number that lead to BookRags, which are not free anymore.  Unfortunately, there is no way of telling where the link goes until you click the link.  Since they did fix the issue with archive.org links, hopefully they will fix this. Thanks to Marie99 for pointing this out.

AdamDecker offers his novel, The Janitor, for free reading online.  He also offers some free short stories and poems.

AllRomanceBooks  offers 278 free romance ebooks.  Registration is required.

Amazon  has 50 free romance novels for download in kindle format.  To see all available free Romance novels at Amazon the hints provided in my article, Free Kindle eBooks Online (Legally), should be used as there is definitely more than the 50 free ebooks linked here.

Angela Kay  offers her novel, End of the Age:  Final Deception, for free download in PDF.  A Christian novel about faith, courage and love involving fallen angels who return to Earth disguised as aliens.

Author Stand  has several hundred free romance works, many are short stories.  These are unique works by unpublished authors.  Registration is required for free PDF download.

Barnes&Noble has 205 free romance novels available for download.  Requires free registration and also requires credit card information.  Tried downloads through their PC software and could not connect online.  The books I checked on all were available eslewhere and better to get from those sources.

BesteBooksWorld has about 60 novels in its romance category and sub-categories for adult and young adult.  Since they link to other sites, the download and viewing options vary.

BiblioFaction  has over 750 free romantic short stories available for free reading online without registration.

Bibliotastic has 23 free original romance novels available for free reading online if not registered there.  All books there are free and so is registration.  Registration will open options to download in PDF, EPUB and PRC (Kindle).

Bookie Jar has over 300 free ebooks in its Romance Classics category.  All are available for free reading online without registration. Free registration is required for free download in EPUB or MOBI (Kindle).  There are also 7 free ebooks in its Romance-Indie category.

BookRix has almost 2,000 free unique romance novels.  These are available for free reading online and free download in EPUB.

Booksie  a large collection of original works by generally unpublished authors available for free reading online.  Content includes short stories, poetry annd novels.

BooksInMyPhone offers 49 public domain romance novels for free download in several formats compatible with all Java compatible phones.

BooksShouldBeFree has a large collection of classic romance audio books for download in MP3 (zipped) and also has links to text versions of the books.

Bregdan Chronicles Ginny Dye, offers the first book in The Bregdan Chronicles series for free download in PDF or for free reading online.  Submission of a valid email is necessary.

BrowzerBooks now hosted on Talewins, offers some classic works for reading online or download in pdf  or in exe format (simulates book pages turning).  They also offer some unique works that they have commissioned to be updated.  Free registration is not required, but will notify you of their latest listings and allow you to forward the books on to others (with a "from me" page added). 

Buzzle is a site for unpublished authors and has a large selection of unique works.  This is a mix of short stories and novels.  Unfortunately the novels are released a chapter at a time and the system is not set up well as to viewing all available chapters.  These are all available for free reading online.

Calibre Open Books has 12 free ebooks in its Romance genre listing.  Download and viewing options vary as these are links offsite.  These are recent works, not classics.

Centsless Books monitors Amazon (USA) for the top 100 free ebooks in the Romance genre.  Updated hourly.

Chris Lusser  offers three of her romance novels for free download in several formats.

ClassicLiteratureLibrary  offers the public domain works of Jane Austen and the Memoirs of Jacques Casanova for online viewing.

Classicly has a nice collection of free classic romance novels available for download in PDF or for Kindle as well as online reading.  Links to many of the books are in the introduction paragraphs at the top of the page.  Thanks to Tyler G for this suggestion.

DailyLit has 14 classic romance novels available in installments that are mailed to your email or by RSS feed.

Diesel eBooks has 640 free ebooks in its romance category available for free download in EPUB.  Registration is required.

DigiLibraries has 454 free novels in its Romance category.  All are available for free reading online or download in EPUB or MOBI.

Digital Book Index has links to several hundred free romance works.  These are links offsite, so download and viewing options vary, but they do list the format in the link.

East of the Web has a good size collection of romance short stories available for free reading online.

eBooksJustPublished Interesting collection of DRM free eBooks listed daily.  These listings link out to other sites and therefore the download options vary.  Generally these are new books by relatively unknown authors.

eBooks On Everything has 11 free ebooks available for free download in PDF without registration.  This is a mix of classic and recent works.

eBookTakeaway has 62 free novels in its Romantic genre and 6 free novels in its Romantic Comedy genre.  All are available for download in pdf, HTML or ebook text.

eReader Perks monitors the USA sites of Amazon, Barnes & Noble and Kobo for limited time free ebook releases in the Romance genre.  You can get email updates for posts in this genre.

Ellora's Cave offers 80  free reads for download.  Free registration is required.

FeedBooks  offers 179 classic romance works in its public domain section.  Its original works section has 89 works.  Available for download in several formats.

Felicity Heaton .offers her paranormal vampire romance novel, Reunion, for free download in PDF.  Aslo link to other download formats.

FictionPress  is a growing network over 1 million writers/readers, and home to over 1,200,000 original works by unsigned authors.  The romance section has almost 80,000 entries of short stories and full length novels.  Available for free online viewing.

Free Books  offers 2 novels for free download.  One is a classic novel and the other a more recent publication.  Both availabe in PDF and TEXT download.  The classic also available in MOBI and EPUB.

FreeBook-S has over 200 free romance novels for download in varying formats as they link off site.

Free Books Hub UK monitors Amazon (UK) for limited time free ebook offerings in the Romance genre.

Freebook Sifter maintains a  listing of free ebooks at Amazon and this link is to the Romance category where over 1000 free books are listed. This is a mix of classic and recent works.   Amazon does require registration and credit card info to download the free ebooks.  May also be limited by country. Thanks to  Rob Schifreen here at TSA.

Free Booksy monitors Amazon, Barnes & Noble and Apple for limited time free ebooks.  They have over 350 listings in their Romance category.  These are generally recent releases.  All the sites require registration and credit card info even for free releases.

FreeEbooksBlog  has 30 free romance novels listed.  These are links off site so download and viewing options vary.

Free eBooks Daily   monitors Amazon (USA UK CA) for free (and bargain)Romance  ebooks that are offered on a liited time basis.

FreeEbooks.net has 118 romance novels available forfree  online viewing or download in pdf or text.  Registration is required, but I received no spam from them.  There will be a nag screen to upgrade when you sign in.

FreeOnlineNovels has around a hundred romance novels  linked to for reading online and/or download.

Front Range Downloadable Library has links to 282 free classic romance novels.  All appear to be at Gutenberg, so there is a wide variety of formats available.  Not all are in English and there are some duplicate entries, so there are not 282 different entries.  No registration required.

GetFreeEBooks is a blog like posting of free novel offerings.  They have a good size collection of articles containing links to free novels in their Romance Category.  Links are offsite, so download and viewing options vary.   Lots of original works here.

Globusz  has 5 classic romance novels for free download in exe or free viewing online.

GoodCleanNovels offers 3 free original romance novels by Ken & Carol Morgan for free download in PDF.  These novels "contain no sex and no foul language. Yet they are engaging and entertaining.". 

Google Play makes it hard to find all their free offerings as they separate their books into very small categories.  The main link is for Fiction/Romance/General and has 8 ebooks for free reading online.  There are also 9 free books in their Fiction/Romance/contemporary category.  Probably more can be found using variations of categories.

Gavin Williams  offers his 10 novel series, The Suprising Life and Death of Diggory Franklin, for free reading online.  Also inlcuded are 7 other works that continue the story.  A romance mystery novel.

Grace Eliazabeth Baker  offers her serial novel, The House of Sever, for free reading online.  As of now, this is really more like 3 novels.

Guerrilla Wordfare offers 2 free romance novels.  One may be downloaded as a zip file, that contains 5 different formats and the other you must Tweet or post on Facebook to get for free.

Gutenberg(Mobile) has a large collection of free classic romance novels available for free download in several formats including PDF. EPUB and KINDLE.  To find works, enter Romance in the search box.

Harlequin offers 16 full length romance novels for free download in pdf.  These are entries from their collection.

HarlequinExtras offers 269 free romance novels for reading online.  These are printable and also may be sorted into various categories.

Hopcott offers a few novels and several short romance stories for free reading online.

Hundred Zeros UK monitors Amazon (UK) for free ebooks in the Romance genre.

iLove Ebooks monitors Amazon for limited time free ebook offerings in its Romance category.

Jackee'sCorner  has romance novels of Jackee Connor for available for download in pdf, html and lit.  There are 4 completed novels, 4 works in progress and 5 short stories.

JennaBlack  offers her work "the Matchmaker''s Curse" for free download in pdf.  This is serialized and to get the full novel you need to register at her forum.

Journeyof theHeart  offers the works of Judith Bronte for free.  These romance novels are available for download in pdf or reading online.  There are 7 completed works and a couple in progress.

Jude's Forum  offers the novel, "Formerly Brandewyne" for free download without registration.  It looks like registration will allow other free works for download.

JuliaCarda  offers her novel, Portal to Peace, for free download in pdf at her website.

Kallysten  has a good number of works available for free download in pdf.

KimberlyComeaux offers 2 of her full length novels and 2 short stories for free reading online.

Kindle-Free.com  maintains listings of free offerings at Amazon in the Romance category.  Many are the limited time free offerings of Amazon, but some are always free.  Listings are updated hourly.

KnowledgeRush has a small listing of classic romance works available for download in text or HTML, with some Microsoft ebook downloads.

Kobo has 20 classic novels available for free download in EPUB under the free romance category.  However, the best way to find free ebooks at Kobo is to conduct a search and choose "Free only" under the Filter.  A search for Romance filtered free only gives over 10,000 free EPUB ebooks.  I am sure other searches will reveal more and these books are not just classics, but more recent works.  Free registration (no credit card needed) is required.  From what I read at the site, it is available world wide, but I am not certain.

LettersToMyMother has the romance novel "Letters to my Mother" by Rebecca Heath available for online reading or download in PDF.

Librivox has over 200 classic novels available for free.  Although mostly know for its excellent collection of audio books.  A poster named Les has pointed out that they also have links to online viewing sites for all of its large collection of audio books and also download links.

LoveLetterBox offers the romance novel, A Diary of Love, for free download in PDF (zipped)

Luisa Green  offers 3 of her romance ebooks for free download in pdf.

ManyBooks (Romance) 1118 novels available for download in a large variety of formats.

Maryse.net lists a good number of paranormal romance novels available for free download as Kinkdle at Amazon (registration necessary-maybe for USA only).  Also some good links to romance author sites offering free reads.

MemoWare (Romance) 153 books available for download in varying formats

Mills&Boon offer online reads of romance novels from best selling authors.  These are released in serials, with a new chapter every 2-4 days, but older releases are available making this a nice collection.

Montware offers the full length Irish romance novel, Caroline, by Una (Lavery) Montgomery for free reading online.

My-Haven 2001 Jude Mason offers several of her short stories and a novella for free download in PDF.

Namiko offers her romance novel, "A Japanese Dream in 79 Letters" for reading, and download, in  pdf.  A German romance novel, "Sebastien und Send Engel" is also available at the site.

NightOwlRomance offers a good number of free reads in 7 subcategories.  Some are novels and some are short stories.  Also, some are available in PDF and others link to sites offering downloads.

oBooko has 150 free romance novels available for free download.  the ones I looked at were PDF in zipped files.  Free registration is required, but no spam at all received by me.

OmniLit has 125 free romance novels available for download after free registration.  Registration does require giving an address and phone number (I used fake).  Download formats vary.  These appear to be entries unique to this site.  Scroll down past the ones listed at the top as those are not free.

OpenLibrary lists over 9,000 free classic romance novels.  There are links for various releases and to just about every read format, inluding online.

Payton Lee offers 17 of her romance works and several short stories for download in pdf.  The downloads are at LuLu, which supposedly requires registration to download, but I was able to download and did not have to register.

Pelican Book Groups has 16 free unique romance novels in its free reads section.  These are available for free download in PDF after free registration (no credit card needed).

Powell's offers the same novels as Try Harlequin above, but these are available for free download in PDF without registration.

RegencyRomanceNovels offers one complete romance novel for free reading online.  The other listings are for the first few chapters of come of their offerings.

RKPHunt offers 5 full length novels for online reading.  One of the novels may be read without registering (free).  The other require registration.  There are also some other works available for reading after registration.

RoadtoRomance  has a listing of links to free romance novels for download in pdf or reading online.  Some are duplicates of this listing, but others are links to author sites. 

RomanceatHeart the online romance magazine has links to free online romance novels and short stories.  There are some unique entries here.  The links vary as to reading online or download in different formats.

RomanceCorner offers quite a few short works for online reading.  They look to be adult oriented works.

RomanceNovelTV lists 7 romance novels available for free Kindle download at Amazon.

Romantic4Ever offers 2 free ebooks by author, Joan Reeves, as well as some short story romance fiction for reading online.

RomanticMarriageStories  features romance works about married life.  These short stories present a high view of marriage and portray the fun a romantic couple can have in a happy and sexy marriage.

Rosie'RomanticWritings offers the romantic novel, Forever More, for free reading online.

Sarah Reinke  has made several of her romance novels, and some non-romance novels, available for download in pdf.  These are for mature audiences and you must be over 18 years of age to download.

Savannah Chase  has made a good number of her short stories, flash fiction, novellas and poetry available for free.  Most are for free reading online and a few for free download in PDF.

Shelley Munro  offers 6 of her novellas for free download in PDF.

Short Fiction is a site for free short stories.  There are over 6,000 short stories in the various Romance and Erotic categories (over 18).  All are available for free reading online without registration.

Short Stories Free offers 6 free short sotires in its Love Stories collection.  All are available for free reading online, wihtout registration.

Short Story Fiction (UK) has a 933  free short stories in their Romance genre available for free reading online without registration.  Also, Erotic Poetry, Erotic Romance and Erotic stories.

Smashwords has a large listing of free romance novels available for online reading or download in just about every reading format.  These are original and unpublished works.

SonyReaderStore has 813 free romance novels available for free download through their free Reader software.  I did not look through all the listings, but all of the novels appear to be from Smashwords (above).  You also do have to register, which is free and no billing information (credit card etc) is necessary.  I installed the software and registered and have received no spam.

The Book Depository has 456 free ebooks in its Romance category available for free download in PDF without registration.  You will se prices listed for each of the books, but that is for hard copy.  Look for the green Get Free eBook to click on and then the green Download Free eBook PDF on the book listing page.

The Cheap is a site that monitors Amazon for limited time free offerings, which are generally recent releases.  Amazon does require registration and credit card info to download the free ebooks.  May also be limited by country.

TrinityMoon a small collection of novels and short stories for online reading.

WattPad has over 500,000 free romance works available for free online reading.  These are original and unpublished works.  There mostly are short stories, but a good number of novels and novellas.  Nicely divided into sub-categories.

Web-Books has 135 romance novels for free reading online or free download in WEBZ (reader information here).  these are classic works, but there are some unique entries here.

WikiSource  has 13 classic romance novels available for free reading online.  There are also some free short stories available.

WildRosePress offers 73 short stories download in pdf or lit or reading online.

WorldWideSchoolLibrary has a nice collection of classic romance works available for free online reading.

WorthyOfPublishing offers 2041 free romance novels for reading online.  These are original works by unpublished authors.
