Two logical hardrives

My neighbor has two hard drives, one is almost full with only 500MB+ left, the other one apperas without format with an unused 30Gb of space.

 

How can I make the other one useful?

Ideally, you need to backup everything first. Be aware that you may inadvertently leave your neighbour in a worse situation if things don't work out as expected. But if you are confident, see here:
