These Two Web Page Editors are Both Free
If you want to create or maintain web pages, you'll need an HTML editor. And if market-leading commercial products such as Dreamweaver or Microsoft Expression Web are overkill for your needs, or for your wallet, then you'll probably want a freebie.
Two such products that have found favour with users of this site are PageBreeze and NetObjects Fusion Essentials.
PageBreeze, available at www.pagebreeze.com, does everything you'd expect, though it dates from the days of Windows 98 and looks a little dated. NetObjects Fusion Essentials, meanwhile, at http://netobjects.com/html/essentials.html, is more full-featured, and includes FTP capability for uploading files and even editing them in situ on the remote server.
If you want to maintain HTML files, check out these handy tools. They both work on Windows XP and above. Fusion Essentials is a 56 MB download, while Pagebreeze is just 7. If you have problems with Pagebreeze under Windows 7, click the Support link on their website for details of how to fix it.

Two worse html editors couldn't be found anywhere. I installed and tried them both. PageBreeze installed roboshopper, did make a page but it wasn't worth editing in notepad to fix it.
Net Object Fusion wouldn't even make a page, maybe would have if I'd went along and purchased one of the $10 templates but not without one.
I'm ashamed these made it into Hot Finds.
I can´t imagine why you couldn´t create a page with NetObjects. I´ve created two quite easily. I won´t say they are the best pages ever, but I cant blame the software for that.
Have you guys heard of Aptana Studio? It's pretty fully featured, though it can be a bit clunky at times.

W3C's editor is garbage as far as the interface goes. Then to top it all off, their own code checker site reports multiple errors on code generated by their own designer.
NVU was good for its time, but that time is gone. As far as WYSIWYG editors go, it is just far too basic and far too outdated now (yes, even Kompozer is) to be much use to advanced users who want quick layout design, but who also want to be able to code manually.
I like most KompoZer (based on the also great but outdated NVU) and Amaya (W3C's own editor).
