Jamendo has legal and free downloads of artistic direct creative commons licensed music. I have gotten quite a bit off of there.
It is very clean. You can also play the music before downloading. they say 10,000 albums, but I think it is closer to 20,000 (at least that is the number of Jamendo torrents at isoHunt: https://isohunt.com/torrents/?ihq=jamendo )

This site has links to lots of free and legal music sites. It has not been maintained for a while, so not all the links still work, but last I checked quite a few still were.

Also, in torrents, Vuze offers quite a bit of music (legal) and MiniNova has featured content, a good bit of which is music, which is creative commons licensed. Both of them use their servers to assist on the torrents, so the speeds are good.
