Prints as many copies of a photo as will fit on the paper

Well, I really want 2 things:  first, allow you to specify the size of the output photo and second to print out as many copies of the photo of that size as will fit on a sheet of paper.

For example, say I want to make copies of a passport photo.  I have have a photo already but it is the wrong size.  The Windows Photo Printing Wizard usually does a nice job but it doesn't let you pick a 2"x2" size which is required for U.S. passports (even using the custom dropdown selection).
