Good point. I am glad you brought it up. I have been planning to do a basic setup guide (for options other than the ones in the speed guides) and will include IP blocking info there.
Vuze also has a built in IPFilter. It is very easy to use.
Transmission does not and a separate blocker, like PeerGuardian2, would be necessary.

There is some controversy whether the IP blocking programs (and their lists) provide any real protection. I am one of those who believe that it does. http://arstechnica.com/news.ars/post/20071010-p2p-researchers-use-a-bloc...

I do not have a chance now to look at the guide you linked, but I have bookmarked it and will look later.
