Not quite clear what you mean by 'It does not state that it is only available in the US'.
I am in New Zealand and successfully installed it but I did tell the registration page that I live in the USA even though my email address was clearly NZ.
2nd BEWARE..
This release DOES NOT guarantee comapitibility with Windows 7.
The new release 10.0 claims to be. Unfortunately, it's NOT free.
If you want to use this product with Windows 7, create a bootable rescue disk with the software so that you can make partition changes in a Linux environment. Doing so is much safer but still not guaranteed to be problem-free when you boot up Windows 7.
I currently have the 9.0 32 bit version on an XP SP3 system. I've used it to create, format, copy, merge, and resize partitions (including the system partition) multiple times. I've also used it to defragment and compress MFTs many times. I've never had a single problem. It also offers many other nice features. This is a very handy tool to have, and I'll be downloading this version. Many thanks to Gizmo for the heads-up.
BEWARE! My only experience of v9.5 was the 64 bit version where I lost my entire partition table when resizing ntfs. Recovery was very painful and consequently some data was unrecoverable :(
Better off with windows EASEUS or better yet always use boot disk (e.g. knoppix) with qparted
