How to Restore the Quick Launch Toolbar in Windows 7
Versions of Windows before Windows 7 had a separate band next to the Start button that was called the "Quick Launch" toolbar. Windows 7 changed the functionality of the taskbar and removed the Quick Launch feature. Personally, I like the new way the taskbar works with its pinned documents and folders and don’t miss the Quick Launch toolbar. However, there are many PC users who want Quick Launch back and this tip gives the method for restoring it.
- Right-click an empty area of the taskbar.
- In the context menu, place your mouse pointer on Toolbars, and then click New toolbar.
- A dialog window will open.
- In the box marked "Folder", paste:
%AppData%\Microsoft\Internet Explorer\Quick Launch - The Quick Launch bar with text will appear on the right side of the task bar.
- To hide the Quick Launch text and program titles, right-click Quick Launch.
- In the context menu, remove the checks by Show Text and Show title.
- Right-click the taskbar again and make sure that the Lock the taskbar option is unchecked.
- Drag the handle (the dotted line) on the left side of the Quick Launch toolbar until it’s next to the Start button. If there are pinned icons on the taskbar, you may have to drag them to the right over the Quick Launch toolbar.
- Resize Quick Launch to your preference.
- Right-click the taskbar again and check Lock the taskbar.
There you have it. Quick Launch is back in its old place.

I came across this somewhere else recently and so of course had to try it. It does exactly as advertised, but i found i much prefer the Win7 toolbar arrangement.
Free Launch Bar ( freelaunchbar.com ) also works with Windows 7.
It has some additional features and some annoying differences, but works quite well.
