-SubtitleWorkshop 2.51 is World's no.1, SW4 beta4 is useless. Most complete subtitle editing tool.
-2nd place goes to DivxLand Media Subtitler 2.08
-3rd palce goes to Subtitle Edit 3.01

When it comes to subtitle programs, there are no shareware alternatives.

Also, linux have some nice tools.

The answer is: Subtitle Workshop
Like their site says: "It is the most complete, efficient and convenient freeware subtitle editing tool."
And I completely agree with that.
(But maybe others can provide alternatives)

I use Subtitle Processor for most of the basic subtitle editing like what you mention. Personally this is the most useful one.http://sourceforge.net/projects/subtitleproc/

Another is aegisub. This is useful if you need a lot of styles and special effects like karaoke style for subtitle. http://malakith.net/aegiwiki/Main_PageM/
