Formatting SD flash memory media from WindowsXP card reader.

I'm looking for a free formatting utility that installs on WinXP desktop that has a Windows GUI. I need to format a SD card from my built-in laptop cardreader. I'd like something like SK Tools or Pocket Mechanic, but for the Windows desktop, not a smartphone.

Yes, I know about right-clicking on the SD drive from Device Manager, but that doesn't allow changing anything other than the FAT choice. Yes, I know about the Panasonic SD Formatter tool, but that tool gives no user control over cluster size, backup FAT duplicate index yes/no, etc. And, I'm not comfortable with using the DOS Command line way of formatting.

Do you know of any free tool that matches what I'm looking for? Thanks.
