How do I disable the user control completely
It's called the User Account Control (UAC). You can search in the Control Panel for UAC, or look through the Control Panel for User Accounts and it will have an option to Turn the User Account Control on or off.
You can also find freeware to help you turn it on or off or tweak it. George mentions one here:

It's not built for Vista code, but it will run. Just select EasyCleaner to run with administrator rights or disable the user control completely.
