I had this and you need to phone them. The first port of call is automated and you just punch in those numbers it will then tell you if it is a legit XP or not. If it sails through then your fine, just carry on. If however you have gotten a rogue XP and can't afford to pay then go Linux. If so try this site:

If however you have XP and its working you just have to have it without the updates. Just ensure you have all the security this site advices

Just my opinion, but a good policy is never allow MS updates. Just get the full SP when it comes out, then apply that. This works beautifully on XP but I don't know about Vista. For XP, just download the SP3 full version. For Vista, as Peter says, contact your vendor.
If you bought the OS as a manufacturer-installed operating system, this is called the OEM version and you have no contract with Microsoft - only the PC supplier can help. With an OEM version of Windows there is no MS warranty. If you bought the retail version, you have a contract with MS and they need to fix it.

I suppose the obvious question is "Do you have a valid licence?".
If yes, the usual answer is to contact MS Customer Support.
