Block Internet Access
I have a small restaurant with 2 computers on a LAN. Recentrly I had to install a broadband line so I could receive support from the manufacturer of the software I use to controle everything in the restaurant. With this, I have an internet connection open 100% of the time. I don't want my employees to access internet because they do not have any thing to do with it. So what I need is a free program that asks for a password for any MSN , Internet Express or Outlook Express request. That is, one enters with the password and IE or MS Messenger opens, no password no IE/MSN. That simple!

Hmmm....wouldnt it be easier to create a userid on the computer that allows an admin to only be able to surf or access web? Such as the guest user or maybe basic or power user account? Asuming this is on XP of course...it should prompt you with an username and pass to even get out to the internet, the guest account or power user account wont even let anyone install anything on the computer unless they have the admin password.
You may find that this will do what you want:

Peter,
Just noticed that Winguard Pro refer to under the free edition does not block Internet Explorer, but does block Firefox. Did not see anything about MSN Messenger in the program matrix.
I still think blocking Internet access by each node from the router would be better. He can also open it as needed.

Rather than installing a piece of software of something like that. It would be recommended that you use the router. For example, if I look at our router, it provides the tool you are looking for:
