BitComet Help Needed

I tried over a 100 attempts in past 4 weeks to get a high download speed but nothing seems to wok.

My Specifications:

OS                                            :         Windows XP Professional SP2(Gold edition).

Internet Connection Type     :        Cable/256 KBps

Torrent Client                           :       BitComet 1.06 Stable.

Firewall                                      :       Windows XP Firewall.

My bitcomet is added to firewall exception. My listen port is 60666. It's always green in the indicator. I checked my port on PortForward.com, tested my net on Speedtest.com, followed all the instructions that were stated and made all the changes in my BitComet 'Options' and 'Preferences' and though all the tests were positive about my port not being blocked by my ISP, my download speed never gets above 30 KBps. Once in a while, it does reach around 35 KBps but only for a few seconds. I bet a lot of you readers are having 10 to 75 %(or may be more) higher speed than mine.
