I use Eclipse crossword (http://www.eclipsecrossword.com). It's easy to create crosswords.

I agree. It works well: you can save your word list and puzzles, and publish your puzzle as a playable webpage that's small enough to email. I made a 62-word one that worked great and was only a few kb in size. There are also many options to print it, such as puzzle page + solutions page, etc. The only thing seems to be that unlike the 'box' type puzzles in the newspaper, ie. where all the across/down words touch solidly, Eclipse makes puzzles where the words usually only connect once or twice with others. Perhaps my puzzles haven't been larger enough to generate a 'box' type of layout.

is a website with 10000 crossword puzzles I think.

They also have software download with all the puzzles that they let you download and try for free, and even though it says it only gives you 10 puzzles or something, I downloaded it and used the "trial" and have done over 100 easily without having to buy anything. So maybe it means 10 at one sitting (restart program and you can do 10 more or something).
Dunno where you draw the line on the freeware thing though.

Newspapers are a good source. Each has its own character and range of difficulty - some can be pretty beastly even for seasoned solvers.
