Great lists!
I wonder whether we're talking here about the "best download sites" for average users? -- ie malware-free ones with a good selection of programmes to download, coupled with user-friendly information and reviews.
Or are we looking for the best safe freeware sites for more specialized users wanting to keep abreast of new/updated software?
Maybe both...
I have a list I go searching through each day for updates etc...
http://www.techsupportalert.com/ (off course)
http://www.snapfiles.com/
http://www.photo-freeware.net/
http://cybernetnews.com/
http://fileforum.betanews.com/
http://www.freewarefiles.com/
Then I have my photographic forums. This keeps me busy. The good thing about all these sites is that they are safe and that why I use them.

I also find the following 2 helpful for looking for recent updates
http://www.softpedia.com/
http://www.versiontracker.com/windows/
Addition to Anupam's list, http://fileforum.betanews.com/ can be added to the list.

Ah yes, i forgot about the site. Thanks for the addition.
In addition to these sites, i visit these occassionally :
http://www.nirsoft.net/ - Great small size utilities here.
http://en.softonic.com/
http://www.freewaremission.com/
http://dailyfreeware.net/
http://elitefreeware.blogspot.com/
http://www.freesoftwareworkshop.com/
http://www.winaddons.com/
http://bestfreewareblog.com/
http://www.easyfreeware.com/
http://www.freewarezoom.com/
http://www.freesoftware4all.co.uk/
http://www.softpedia.com/
http://www.xtort.net/
Although the sites mentioned before cover almost all popular and important softwares, but occassionally visiting these sites help find new software and some softwares that the main sites miss. Best is to subscribe to RSS, which i have done.

I think this is basically what you're getting at:
http://www.techsupportalert.com/best_shareware_sites.htm
www.majorgeek.com , www.freewarefiles.com , www.kaldata.net , www.filehippo.com . These sites are amongst the best.
