I'm not an expert, but thought I'd reply anyhow....
First, are you sure you're spelling it correctly? I did a Google search and didn't find anything (other that your post). This tells me that it's likely not a Windows component and it's likely an obscure (little-used) application you've installed.... Revos Uninstaller (see: http://www.techsupportalert.com/best-free-program-un-installer.htm ) has a "hunter mode." Try installing Revos, then restart your PC. WHen you get the error message, leave it open and launch Revos. Drag--n-drop the hunter crosshairs to the error message and (hopefully maybe) it will show you what application the error pop-up belongs to. Uninstall and reinstall the app. THere are probably more complicated ways to find what application the dll belongs to, (i.e. looking at processes and services) but that's over my head ;-)
