Today's give away from GAOTD looks enticing.  This program lets you create  animations from your own image files and was very popular the last time it was given away just a few months ago, when it was also enthusiatically reviewed by Ashraf.

says my system doesn't support pixel shader 2.0. Does that mean I need a different grafics card?

This thing is really cool :-)
I installed it from gaotd last time, but lost it after a hard drive failure. Am glad to have it again.
Question: Does anyone know of any freeware apps that will allow my to set my animated picture as my wallpaper?? Thanks -steve

You can export it as a GIF animation and set the file as your desktop.
Or you can export it into a video, and use VLC Media Player to set it as your wallpaper. There's also Windows DreamScene. Instructions on VLC here: http://pcsplace.com/fun/how-to-set-a-video-as-wall-paper-of-desktop/
There may be other ways, but this is all I know of.

Hmm, maybe someone else can suggest something... I've googled around and checked the Best Free Wallpaper Changer page edited by Jojo Yee (http://www.techsupportalert.com/content/best-free-wallpaper-changer.htm)

BTW, not quite what you were looking for, but do you know Drempels? It's a sort of psychedelic freeware desktop animator:
