Introduction
This is a very lucrative class of programs and consequently the very best programs are unfortunately, commercial products. But in a way that's good news as several of the top commercial programs are available in free, feature-reduced "lite" versions.
Discussion
The best of the free programs is "Timesheets Lite"  from Moving Target Software. It's actually an older "lite" version of that company's full featured $32 shareware product. Its main limitation is that only one person can be connected to the program's database at any one time.

That aside, Timesheets Lite has all the features needed for anyone who bills on a time or project basis. It can also export timesheet data to Excel for easy invoicing. I found much to like in this product and can give it my hearty recommendation.

If you want an alternative consider Timesheet Xpress Free. The free version is limited to a single account but if you can live with this it's worth checking out. The vendor's web site offers a "Cinderella" version - the full product becomes the free version after 35 days. A feature comparison is also available on the website.

Cons   Free version does not allow reports to be printed or exported as Excel file, PDF etc which severely limits usefulness of product, large download.

Myhours.com is surprisingly good, we just started using the web version and the mobile version. It seems to be very good at the KISS rule, no bells and whistles but all the important features are there. Of course no idea how long this will stay free and how long the website will stay online

I find this program http://www.memo-reminder.com I's interesting because it's online/ofline reminder.

Thanks for the review, I am not familiar with Timesheets Lite but it's good to know what kind of products are available on the market. On the other hand I work with time clock and so far it stands up to my medium size company standards.

I've been using replicon's timesheet software for quite some time - found it awesome!

Timewriter would be a good addition to this category. The free version has not been updated in years but it still works well.We have been using it for many years already. Download at this link:

I've been using www.freshbooks.com for some time and I am happy with the results.

I am an independent IT guy with about 40 regular customers. I have been using www.myhours.com for free for about 2 years. Produces great reports had never been down.

Do you know TaskCoach? This is free at www.taskcoach.org.
